Tampermonkey is not running on the main chromewebstore.google.com page at all - it only runs in the embedded iframes (accounts.google.com, feedback-pa.clients6.google.com, ogs.google.com).

This is likely because Chrome has special restrictions on the Chrome Web Store domain to prevent extensions from modifying it.

I made this script to deal with the issue.

Always shows the menu on any HTTPS page
Prompts for input - you can paste:
- Just the extension ID: gcalenpjmijncebpfijmoaglllgpjagf
- Or the full Chrome Web Store URL: https://chromewebstore.google.com/detail/xxx/gcalenpjmijncebpfijmoaglllgpjagf
