Smooth scrolling on pages using javascript

Seems to prevent ctrl+mouse wheel from working if you are not at the top/bottom of the page. Some sites have also had their scrolling partially or completely prevented with the mouse wheel.
Can you post the links to sites with problems? Also which browser you use.
Ctrl+Wheel indeed is a bug. Thank you for pointing it out. I will try to fix it asap.
